Statement on Senate Finance Committee’s Reconciliation Bill Text on behalf of Frank Wolak, President & CEO of the Fuel Cell and Hydrogen Energy Association (FCHEA):
(Washington, D.C.) – June 17, 2025 – “FCHEA is deeply concerned that the Senate Finance Committee’s reconciliation text, as released, would severely restrict access to the hydrogen production tax credit, falling far short of what is needed to support a healthy, competitive U.S. hydrogen industry. Excluding projects that begin construction after the end of this year fails to provide the long-term certainty required for complex, multibillion-dollar infrastructure investments that take years to permit, finance, and construct.
“The United States needs an energy policy that prioritizes energy security through diverse sources, routes, and geographies. Hydrogen is essential to increasing domestic energy production and building a resilient energy system that includes options for long-duration energy storage and reliable baseload power to meet the growing demand for power. The U.S. hydrogen industry is ready to deliver global hydrogen leadership and domestic manufacturing at scale, but it requires consistent, long-term policies that align with the scale and timeline of this opportunity.
“There is still time for Congress to get this right. We urge lawmakers to adopt a realistic, multi-year construction window for hydrogen that reflects the real-world needs of American producers, workers, and the communities they support.”
