Fuel Cell and Hydrogen Energy Association Statement on Proposed 45V Elimination

(Washington, D.C.) – May 13, 2025 – Frank Wolak, the President and CEO of the Fuel Cell and Hydrogen Energy Association (FCHEA) issued the following statement in response to the U.S. House of Representatives proposed elimination of 45V Hydrogen Production Tax Credit in the House reconciliation markup bill.

Eliminating Section 45V would be a catastrophic step backward for American energy leadership, job creation, and industrial competitiveness. The hydrogen industry is investing billions in U.S. infrastructure, manufacturing, and skilled jobs across energy-producing states, industrial corridors, and rural communities. Eliminating this tax credit would send yet another destabilizing signal to the market—stranding investment and halting project development.

More than 100 companies and organizations from across the hydrogen value chain sent a letter today to congressional leadership, urging them to protect the 45V credit and recognize its vital role in securing America’s energy future. The breadth and diversity of that support underscore that for the U.S. hydrogen industry, the stakes are high and the support is wide.

Let’s be clear: hydrogen is not a partisan issue. It enhances energy security, strengthens domestic manufacturing, and helps make energy more accessible and affordable for consumers. Walking away from the 45V credit would cede our competitive edge to China and Europe, where governments are aggressively supporting their hydrogen industries.

We urge Members of Congress to reconsider. This is a pivotal opportunity to secure American energy dominance, create high-paying jobs, and build the next generation of innovative fuels—right here at home. The industry is ready to deliver.
